As the Commanding Officer of the Intelligence Division, Chief John Cutter established a network of critical contacts throughout the NYC Metro area, and as the creator of the NYPD Liaison Program, the world. A lifetime resident of Long Island and Queens, John spearheads JCI’s efforts in the busiest city in the world.
Ronald J. Lowe retired as a Second-Grade Detective from the New York City Police Department’s Intelligence Division in 2007. In that role, Mr. Lowe worked on several highly sensitive assignments developing intelligence critical to the safety and protection of New York City in the aftermath of 9/11. Mr. Lowe possesses a broad investigative background and extensive training that encompasses all areas of criminal investigation, interviewing of suspects and witnesses, physical and electronic surveillance methods, intelligence gathering, and extensive report writing.
Robert Wise resides in south NJ and is a retired Lieutenant from Newark PD. Having ran the Executive and Political Protection Program for Newark PD, he is the “de facto Mayor of Newark” having established contacts in both his professional law enforcement career and his illustrious musical career.

As a Senior Investigator, he has led suspicious death investigations, and complex corporate fraud investigations, and conducted numerous criminal, civil, and insurance fraud investigations. Mr. Lowe continues to service a wide array of corporate and individual clients.
Justin Cuomo has over 20 years of experience in the Investigative and Security industry. Justin is a licensed private investigator in New York and Florida. As an Investigator he has investigated corporate fraud investigations and conducted numerous criminal, civil, and insurance fraud investigations. Mr. Cuomo continues to service a wide array of corporate and individual clients.
